StellarRAD Systems announces the expansion of its service bureau operation to include cost effective CABS and subscriber billing for UNE-P based CLECs.

The new CABS (carrier access billing) service bureau offering is available in two pricing models to meet the needs of any UNE-P or startup CLEC provider. A traditional pricing plan based on a flat rate per month is available as well as a percentage of CABS billings option. According to Trent Anderson, StellarRAD Sales Manager, "Small, startup UNE-P providers are often unaware they are entitled to CABS revenue or are reluctant to bill for CABS because they fear billing costs will exceed the potential revenue. The percentage plan option ensures that the cost of producing CABS bills is less than the amount billed to the carriers."

StellarRAD also offers the option of quarterly CABS billing to enable small startups to generate CABS revenue on a regular basis. This is important because some carriers will object to paying access bills with old records. UNE-P providers are almost always able to bill access charges on a regular basis and gain net revenue. However, these same providers run the risk of not getting paid if they delay the implementation of CABS billing too long.

StellarRAD uses its own CABS billing software, StellarCABS, to generate CABS bills. The StellarCABS software is PC based and can be purchased for in-house use. In another cost friendly initiative, StellarRAD allows a portion of service bureau fees to be applied toward a future license purchase of StellarCABS.

StellarRAD is one of the most experienced CABS providers in the business. StellarRAD has been in the telephony software business since 1982 and has provided service bureau billing to LECs and CLECs since 1997.

Although StellarRAD began by serving the LEC marketplace, the company has a diverse CLEC customer base. Clients include LECs, UNE-P providers, pre-paid companies, overbuild CLECs, municipal CLECs, and CLECs run by LECs.
